Good point. If enough rich people are willing to spend the money for a weekend in space, and/or enough governments need enough work done in space--such as repair of satelites--it will get built.

I'd look for the demand for rare earths, that cannot be found outside of China (an unlikelihood) as a motivator. The greatest demand I can see are for rare earth batteries for solar and wind, computers (quantum), robots for labor (all labor), military weapons.
That'd drive us to mine the moon or Psyche 16.

The ROI will change over time. At first, it might be governments wanting to do work in space, like repairing satellites or doing zero-g experiments. It could house crews working on other large constructions. It will be much easier to build the second giant space station after there is a foothold to work from. Crews living in this station will not be in zero-g all the time and will be able to stay up longer with fewer side-effects.
Eventually, it may be a way station for people working further out in space...similar to its analog in 2001.
Naturally, it can get additional funding from super rich people who just want to spend some time in space.
