16K for two years??
Look in the USA most of that money would go for opiate purchases. That's my concern. On the other hand, in a world of zero power-should I worry?

In his treatment of UBI, Charles Murray saw the "bad actor" issue, such as your "drug fiend," as one of his reasons for using UBI.

at time 10:51 you get a couple of examples, including a drunk, who fills in nicely for a druggie.
The community that knows the druggie would be taking care of him as he "pissed away" his income and became needy. This would foster community values, social bonds would be re-knit as people began to tell the druggie's family that they will help, but that the family has to start stepping up.
That would not all simply start to hum along, all fixed. No. But there it would start, and in the right way.
Thus family values and community values reform from the mush we have turned them into by removing responsibility from local actors to a nebulous "other"- some Fed somewhere.
Thats coming to the fore as we post right now. People are organising for action, and we have been taught that action means a Fed program. My hope is that Pres Trump has an advisor or two that has read Charles Murray and understands this idea.
