Proposed Executive Action: Voting Deadline and Clarity in Rules 16 and 22


The combination of rule 16 and rule 22 were originally intended to delimit voting periods. However, they are too difficult to interpret. Also, rule 16 is not sufficiently precise. Rule 16 currently reads:

16. Moderator Votes: In all moderator votes, a vote must be called for and seconded. Some specific votes require an additional third. When a vote has been appropriately initiated, and at least 3 moderators have voted, the vote will conclude 24 hours after being initiated. Forum administration will determine when the 24 hours has expired. All moderator votes require at least 3 affirmative votes to be valid. The vote can be postponed an additional 48 hours if a majority of moderators vote to extend debate. Votes to extend debate will be counted one hour after such a vote has been initiated. Delaying votes does not affect votes already cast. By the end of the voting period, moderators must vote with an unambiguous “yea” or “nay”. Voting will not be done with the forums voting mechanism. When there is a tie, the decision will be made by forum administration. (See the Statute of Limitations for Administrative Issues.)



Rule 22 currently reads:

22. Statute of Limitations for Administrative Issues: When an issue is raised in the Bureau section, and there are not at least 3 moderator votes (of some kind) within 48 hours or not at least 10 member votes within 72 hours, the issue will automatically be declared void. Forum Administration will judge, possibly retroactively, when this automatic contingency has been activated. The forum moderators can vote to extend an issue for an extra 48 hours. They can do this repeatedly. However, they can only extend it for an additional 48 hours when the issue has a total of less than 48 hours remaining.



To resolve the aforementioned problems, I propose that Rule 16 be revised to:

16. Moderator Votes: In all moderator votes, an unambiguous motion must be stated in the Bureau subforum with at least the first sentence in the forum’s “BIG” font in the form “Motion: that…” For example:

Motion: that one new subforum be added between Shambhala and 24-Hour News Cycle called Steemit.

Then, a vote must be called for and seconded. The vote can be called for or seconded, but not both, by the same moderator who posted the motion. (Some specific votes require an additional third.) The resolution, the call for a vote, and the second can be made anywhere in the same thread, but it must be clear which resolution is being referred to when a vote is called for and seconded. Once a vote has been called for and seconded, it will be initiated. No other resolutions can be made in that thread until the vote has concluded. When a vote has been appropriately initiated, the vote will conclude 24 hours later. A vote can be extended exactly 12 hours if a moderator declares, “I call for a 12 hour vote extension.” Each moderator is entitled to only one call for a 12 hour vote extension on a specific motion. Votes can be changed one time, either reversed or retracted, while voting is still in progress. Forum administration will determine, possibly retroactively, when the voting period has expired. All moderator votes require at least 3 affirmative votes to be valid. By the end of the voting period, moderators must vote with an unambiguous “yea” or “nay”. Voting will not be done with the forum’s voting mechanism. When there is a tie, the decision will be made by forum administration.



Then, rule 22 will be completely deleted and rule 23 will be renumbered as rule 22.

Yes. This is just an effort to make sure that everyone knows what to do and expect when there is a vote.

My guess is that I will have to restate most motions to make them clear and remind people that a vote requires a call and a second. That is the sort of thing a parliamentarian does.

If you recall, I am the one who posted the resolution that got your measure passed.

But the measure is passed? Right? Don't want to do a bunch of work, and then have some silly thing arise from the mud.

Yes, your measure to add the Steemit subforum has passed, is passed, and cannot be changed by this revision. I would lose all credibility if I used a trick like this to undo the measure to add the Steemit subforum. Remember this phrase that is included in several rules: "reasonable person".

When you are ready to edit the Steemit subforum, just give the word. However, I hope you will not call for that until you are really and truly ready. Like I said before, it does not look good to have that empty Subforum that seems to serve no purpose just sitting there.
