Keeping secrets from the Citizens is a serious security risk.



I understand how you feel about cloud computing in general, but quantum computers are going to be accessed through the cloud for a long time because they are too sensitive, expensive, and potentially dangerous to run locally. Perhaps universities may get their own QCs to run local operations eventually, but even that is still pretty far off. Eventually we may have QCs in our homes, but just like mainframe computers, it's going to be centralized at first.
