Every opportunity that country - Iran, of course - has had to do so, it has extravagantly shown disregard for the charade of the notion that it would not pursue those weopons. Now that Pres Trump is in office, Iran is being reassessed more as the real risk that it seems to me, and at least a few others, to be. As two regional powers, they had diplomatic and trade disputes for awhile. These were resolved when Turkey accepted a very cautiously worded lower status as a regional power in relation to Russia. Note that when Russia sent its sad attempt at an aircraft carrier to Syria, it had to pull it out before it totally foundered and started drifting helplessly in the Med. Russia has gone through amazing changes since the USSR crumbled. Putin has reinvigorated lots of national spirit and his own wealth profile, but he is now the leader of what appears to most to have solidified over there in the last decade or so as an oligarchy. In light of all that, consider your concern about this "going Nuke." "President" Vlad has been running Russia like a massive game of Monopoly, Chess, Stratego and Battleship for a few years. During that time he has amassed an estimated 20 Billion USD.
