From the moon to even halfway to us - that would be a big thing. Very big.
Our current tech might be able to do that, considering, as the article says, the lower lunar gravity would mean much. So would much, much less orbital stuff that causes delay when when you have to negotiate about it.
With countries out there that would want to delay as much as possible.
The lack of peer review only hits one point - the claim that our current tech can do this.
I'd like to see something persuasive about that part of it, either way.

I agree with the characterization of this article and many others. Having said that, there is always a minor innovation that sends economically, and technically impossible inventions off the drawing screen.
Examples-
The Smart Phone
Fracking
3D printing
So is there any market for a space elevator, let alone the financial incentive? One would be lunar mining by robots. If anyone even mentions HE3 I'll !@#$ slap them. Because to make Fusion work, we cannot even make DT work of DD, let alone Helium 3. Now that proposal is always journalists-lying!
There are lots of minerals identified on the Lunar backside that look to be harvestable. For things like batteries, robots, and electric cars. Hint Hint!

The moon aspect of the story is what grabbed me. I know from long interest, fed by sci-fi, that we're far from an Earth version.
But both we and the ChiComs have solid Moon plans. So, yeah, the idea of this, if it can be done, would be Yuge. Really, really Yuge.
