It loops around, and thus, conceivably many meetings, with knowledge of the time observers have come from. (I think!) Thus, you can't change the weather, but you can talk about it, forever.

My guess, however, is that it will always adjust them so that the net effect is that time travel is impossible. The simplest solution will always be to cancel the transgression. This may actually be the real reason why time moves forward. It is the only solution that doesn't lead to paradoxes.
On the other hand, this may be the opening for FTL travel. It can be done as long as no paradoxes are created. I.e. you have to behave or you get cancelled.
