I think we would have to be incredibly careful about how much we let the system intervene. Reactively catching someone just before they commit a crime (but after they've taken a concrete step in furtherance of the crime) seems completely acceptable to me, but preemptively manipulating folks into "choosing" not to commit the crime seems like a scary rabbit hole.

The system would know they were going to commit the crime before they did it and be ready to intervene. It would not manipulate them into not committing it. It might say something along the lines of, "I know that you are thinking of doing physical harm to _______ . Let's talk about that."

If the system decided someone is pathological, it might recommend that they be committed and treated in some way. Until some board of humans signed off on it, the system would just keep them from actually shooting anyone or performing other malevolent acts.
