Individual States have to pass laws forcing Schools to go back to the "zero tolerance" policies" they dropped in the 90's, as they were headed to the way Ex Pres Obama's administration pushed them anyway.
Even though they have a green light now to pull back - many are not pulling back. To do so would be wrong, to them. They believe the same things Ex Pres Obama said when they pushed his policy.
Such as good ol' "disparate impact."
AKA: "I don't care if its right or wrong by any common sense look at any issue - make all races come out the same, statistically, or we call you racist and take you to court to stop you from being racist with the kids."
They often throw in an excuse for way over-proportion Black crime rates by blaming that way too high crime rate on overly strict school discipline.
If a school kicks out violent or disruptive kids, regardless of race - libbo teachers then blame the Black crime rate on that.
They use a now well-known phrase to do it. They call a tough discipline policy a "School to Prison Pipeline."
They have that green light to proceed: We have Pres Trumps' Administration cutting many regs and "Dear Colleague" letters:
But it's still possibly a 50 State slog. The teachers have to be forced to go back to "zero tolerance." That will take State laws that will be very hard to pass.
Passing them will have to fight teacher groups and media, both of whom will call them "racists and would-be slaveholders that want to shackle young Black dreamers."
If they have any of stalwart heart who persevere, and "zero tolerance" becomes law, the law will have to force schools to do it.
One way would be to deny any school the right to spend "dime one" on any kids who are kicked out. Nor on any "diversity counselors" or "handicap specialists."
"Zero tolerance" will have to extend to school staff. Immediate firing if they don't follow the law, and no salary or pension benefits, and "clawbacks" of anything awarded previous to that date that is not yet paid.
With provisions denying any Judge from stepping into Schools regarding this, or in ANY way.
Those States will have to pay for needed "Juvie hall" strict schools for the kids that end up getting tossed.
Such schools would try to teach them. Not with fancy BS seminars, but by simply teaching. Shoot for teaching basic courtesy and job skills, and some basic trade skills, and basic - very basic - financial literacy.
They could look for the money by firing "Diversity Coordinators" and other PC job position holders. There may be many more of those than one might think in lots of States.

You'd kinda figure that those who drop out, are more likely (I know, not all) to be disruptive /violent, and you'd expect better stats without them contributing to the statistics. Same for grades / tests.

That's why I added "kinda".
I assume you're probably right, the bad students are likely victimizing some of the (potentially) better students into dropping out, as they themselves drop / fail out.
I just checked the high school I went to, it has a 58% graduation rate, and that's not counting those who didn't make it to high school. (I know some of those, actually)
3% proficient in math, and 6% proficient in English....

As I have grown and had my decades of adult life experiences, read widely, and talked to many from many backgrounds - I have more than once thought my grade and high school experiences in a midsize town in Central Illinois were truly fortunate. Almost "Andy of Mayberry"-like in innocence.
I took that stuff totally for granted growing up.
Your recollection is similar to Howard Stern, according to Colin. I have actually heard Howard on a clip discussing this, so I can confirm it. He was one of few White kids in a mostly Black school, and got beaten many times.
I have watched several of these violent schools videos and it boils down to the fact that weather a kid wants to learn or not, in some of these schools, it's just too distracting for such kids and the teacher to get much done.
And in many cases, the administration will not act, except to fraudulently mark absent kids as present, and failing kids as passing.
What I wrote above in that long post with a plan to do something about this was tough love. Hate or disinterest would be to simply walk away.

In his movie Private Parts, I think they glossed over the negative details of his high school experience, focusing on his self deprecation instead. -I'm not entirely sure though, I saw it on television, so I didn't see it right from the beginning and I'm not sure what they clipped for time / commercials.
It was mainly a comedy though, so I suppose it would've been out of place.
Although, I doubt they'd reduce a black or Asian guy's abusive experience as an extreme minority down to: "Boy, those Caucasians sure were tall. And lots of creative and handsome guys around too.. Shucks, I'm so inadequate!" But, that's always been Howard's schtick. (I suppose It's how he gets away with being critical at other times)
