I saw this whole episode while visiting a freind who had it on TV. It was weird to see Chuck Todd exaggerate his surprise while trying to control a big grin as he clearly thought he had Giuliani in a "gotcha."
Giuliani had just told Todd that the President should not walk into a Muelly interview feeling invulnerable because he tells the truth.
Chuck clearly did not understand. He seemed to be focused on the tweet-able and meme-able phrase: "Truth isn't truth."
Perhaps he thought: "The old guy had a brain freeze. I got 'em!"
Todd then plays up what he thinks is Giuliani's boo-boo. He makes some exaggerated disbelief gestures and asks "are you telling me that the truth is not truth? That there is more than one truth?
Answer from Giuliani - "Yes, Chuck, there is"
Todd: "Mr Mayor, you say there is more than one truth? Is not truth simply true?"
This goes back and forth for a while - finally Chuck lets Giuliani complete a sentence.
Giuliani has to repeat it for Chuck to finally understand: "Chuck, say the President says A, and Comey says Not A. How do you know who told the truth? Do you read their minds, genius?"
It finally sinks in. Chuck realizes now how Giuliani was using that phrase. While he will make fun of it later anyway, he starts moving away from what he now sees is not a big screw-up for Giuliani. "No, no, I cant read minds, I got it..."
Chuck then goes ahead and uses "truth isnt truth" later, as if it was a mistake. He and several of his panel to make fun of Giuliani with that, so theres certainly a dishonest moment for Chuck.
The couple of panel members who did that should have been corrected by him - instead, he joined in.
Some of what I saw earlier today was not covered in those clips in that article. Preceeding that section was several minutes of focusing on Brennans' insults toward President Trump, treating them as if they were true.
They pretended that Ex CIA Director "I voted Commie" Brennan was abused and silenced by having his security clearance stripped. As he had been very publicly insulting the President all week, and then again on this show, the "silenced" idea they were treating as real was being contradicted on their very show.
Some addend misquoting or misrepresenting the President in some other way was also included.
That part I saw was so slanted and wrong, it could have been a long SNL sketch making fun of Meet the Press.

Beat the Press would be more apropos Doc.
My Feeling is, them that dishes it out must also take it. Or more succinctly...
Actually this is significant, but only as an opening move. Learn from The Donald.
